.h files don't need to be added to any given target, as long as they are in the project, Xcode will pick them up. When you add a file to the project just make sure that no targets are checked to add the file to.

For Xcode 1.5 the templates were updated not to have a Headers build phase unless the product being built did something with them (like a framework).

As is I now have to go to the bundle resources group after adding a file to the project and remove it from that group if it was added. Pain in the...
