Code optimisation always -0s

The Code optimisation always flag passed to gcc is always -0s. (set in the target)
ALTHOUGH the style 'Development' sets it to -O0


Apple docs says that stylees do override targets...
Is it a bug or why does the style not override the setting specified in the target?
