Xcode and CVS: "SCM Unavailable"

Sorry if this is a FAQ -- Google and the Xcode docs have yielded no good leads.

This is my first attempt at getting Xcode to work with CVS. The
repository and command-line client are working; from the command line
I can successfully do checkouts, updates, commits. However, even after
checking out my project from the CVS server and opening it in Xcode,
Xcode's SCM menu shows only a greyed-out "SCM Unavailable".

Xcode 1.5, OS X 10.3.5, with cvs 1.10 at /usr/bin/cvs
