It is easily reproduced. Just make sure the popup covers system menus in
the menu bar.
The only gotcha is it doesn't always happen in my case.
Sometimes the header is shown/activted, sometimes it is not, if I move the
mouse after clicking the system menu may drop down or not.
It happens both if with or without Classic status in the menu bar,
date-time in menu bar or not.
I have no relevant third party stuff installed as far as I know.
