SCM Compare and diff now find mostly identical files are entirely different.

When using CVS SCM to compare a current file to a version in the repository, both Compare and Diff report that the files are entirely different, even though I've only made a few changes in it. This behavior is consistent with some mix-up in the return characters at the ends of lines, but by looking at the files in /tmp, it doesn't appear that is the case.

This behavior has only come up in the last few months. Has anyone else encountered this problem and/or has a solution?
