What OSX release best to build for compatibility?

Hi,

we're developing software that’s supposed to run on OSX 10.2,10.3 and now 10.4. What’s the safest release to build your release code on if you want to be sure that it works on all platforms? I'm assuming that would be 10.2, right? How would one deal with stuff that’s only available on, e.g. 10.4 like the spotlight intagration?
