Merge NIB files?

Does anyone know if there's any way to merge Carbon NIB files together as part of the build process? We have NIB files for various subsystems and we'd like to merge them into one for runtime. Ideally, I'd keep them separate - the problem is down to a cross-platform framework which won't allow more than one NIB. The merging only needs to be at the level of top-level objects - menus etc. - we don't want to merge individual menu items or controls. I could write a tool to do this fairly easily, but I'd really rather not as it would only be a hostage to fortune when IB changes its file format.
