Header/library version mismatches

The headers for zlib and openssl do not match the versions of the
library that are installed. This causes lots of software's sanity
checks to fail.

Is there a recommended course of action to take? Attempting to figure
out what versions of the library are installed, find the correct
packages, and install the headers is kind of lame.

I have already filed two Radars on this (4225956 and 4225960), but I
thought I'd ask here for the benefit of others.
