I want to to debug a Preferences pane, and if I put the build product (overriding the default project location) in the /Library/ PreferencesPanes/, then xCode 2.2 always puts it in the /Library/ PreferencesPanes/ /Development/.

Rather than fight Xcode and try to set the build directory to the installation directory, you could merely create a file system soft link from /Library/PreferencesPanes/YourPreferencePane.prefPane to YourProjectBuildDirectory/Development/YourPreferencePane.prefPane.
