Xcode 2.2 Open Quickly vs Switch to header/source file

My project doesn't include any headers, but instead has a list of
paths in "Header Search Paths" (I don't use recursive search paths).

If I open a Foo.cpp file and select Foo.h file at the top of the
source file, then "File->Open Quickly" correctly opens the header.
Plus the source file compiles, so the compiler is finding the header
too.

So then why is the "View->Switch To Header/Source File" menu item disabled?

I am used to hitting the keyboard shortcut for that menu item to
quickly switch back and forth between the source and header file.

If the compiler can find the .h file, and Open Quickly can find the .h
file, why can't "Switch To Header/Source File" find it?
