I just searched for this exact thing last week. It took me for ever to figure it out.
Go to Project, Edit Active Executable 'App Name'


A window will come up you click on the + and add the first argument and so on...

Easy to do wants you know where to go.

I'm not clear why it took you forever to find this.

Xcode Help > Documentation
Enter "debug arguments" into the search bubble and choose Full-Text Search
Second hit is "Xcode Help: Editing and Executable Environment"
On that page is a section "Command-Line Arguments and Environment Variables"
