You don't add files to the build phase by dragging them to the inspector, you add them inline underneath the Copy FIles Build Phase in the Groups & Files view (as you would do for any build phase). You might file a bug asking for some clarifying text to be placed in the inspector.

Hi Scott,
Thanks very much for your response to my question about 'Copy Files Build Phase'. As best I can tell, there's more than a clarification needed to ameliorate the situation and I will file a bug-report.
Please note - this letter is not intended as an argument - you needn't read any further unless you wonder how it is I came to post my question. It's not a perfect world - but SOMEBODY is making use of CopyFilesBuildPhase and I wondered what part of what incantation was I not aware of.
Best Wishes,
Lance Drake

The XCode HELP section reports:
To create a copy files build phase:
• In the project window, click the disclosure triangle next to the target you want to add the build phase to and select the build phase after which to add the new build phase. Choose Project > New Build Phase > New Copy Files Build Phase. Xcode adds the new copy file build phase after the build phase selected in the Groups & Files list.
• Drag the files you want to copy from the Groups & Files list to the copy files build phase.
Then it informs:
You can specify a further location within the folder chosen in the Destination menu by typing the path, relative to the folder in the Destination menu, in the Path field. If you want to copy the files only when creating a deployment product, select “Copy only when installing.” Otherwise, the files are copied whenever the target is built.

What I would interpret from the above is that whatever is typed into the 'Path' TextField refers to a 'sub-path' within the specified location as per the popup menu in the inspector window and not the destination, per se.
