I also don't think it's feasible to copy all of ADC to each developers local hard drive.

Actually, I use to do this a while back, using wget. It was about 4.5 gig back then for everything in http://www.apple.com/developer/. Perhaps if people are interested in doing this someone could seed a disk image of it using BitTorrent, to save Apple from this gratuitous bandwidth usage.
