I had this problem and I looked in the Console log and found this:

Xcode[17970] Couldn't load '/System/Library/PrivateFrameworks/DevToolsCore.framework/Versions/A/Resources/Standard file types.pbfilespec'. Reason: XML parser error:
    Unexpected character / at line 1
Old-style plist parser error:
    Expected terminating ')' for array at line 21
.

So I replaced this file from a backup and restarted xcode and all was well again. Somehow this file is getting corrupted. Near as I can guess, it was caused by changing Preferences:General:Layout to All-in-One, then changing back to Default - at least that was the only thing that I had done right before Xcode lost the ability to render html in a documentation pane.
