Interface Builder custom palette object -- how to?

Is there some documentation the describes how to develop an Interface Builder plug-in that adds a custom object to the palette?  I've found are a couple of example projects (like Clock Control) that do this, but I can find no formal documentation on how it's done, either in the IB help or on developer.apple.com.
