C_INCLUDE_PATH & NEXT_ROOT

The following two commands seem to work from the tcsh terminal window just before entering a 'make' command:

setenv NEXT_ROOT /Developer/SDKs/MacOSX10.3.9.sdk
setenv C_INCLUDE_PATH /Developer/SDKs/MacOSX10.3.9.sdk/usr/include

however, I'm trying to automate a project that uses "Makefile's" and including these commands doesn't seem to work as the Makefile appears to use "sh" instead of "tcsh".

Effectively I need to swicth to the 10.3.9.sdk and then back to the 10.4.0.sdk to complete the project once this portion has been built.

Anyone know how I can get this to work??
