Probably this problem is solved, by asking another question: Where can I declare, if a header is public or not?

Select the target in the Groups & Files list, and observe the detail list. Type ".h" in the search field to reduce the clutter. One of the columns in the detail list should be "Role," a popup that allows you to declare a header public.
