We recommend that all users of Mac OS X 10.3 perform the Software Update to 10.3.9. By the time the Intel machines come out, we expect that a large number of users will have already moved to Tiger, and any remaining on 10.3 will have had adequate opportunity to take advantage of the performance, stability, and security fixes in 10.3.9. We don't plan to make libstdc++ available for any version of 10.3 other than the most current, which is 10.3.9.

Recommending that users perform the update to 10.3.9 is one thing, making it possible for them is another. There are still many people that either do not have a modem or are on dial-up. It is my experience that these people typically do not do the software updates unless they can be purchased on disk (for a nominal fee). Maybe Apple has more optimistic statistics, but I fear that offering a 10.3.9 and high solution without being able to tell potential customers that for say $20 they can get a CD to update their 10.3.x to 10.3.9 requiring 10.3.9. may be a great way to loose customers.

I realize that in your email you have suggested a way for creating PPC 10.3 and Intel 10.4, but I felt it is still important to bring up the "accessibility" of the 10.3.9 update as your recommendation is to shoot for 10.3.9. and up. Because we all have fast internet it is easy to forget there are still many people on this planet who don't.
