Preprocessing

Why is that:

For one file it is possibile to preprocess it, and for another file the commands (Preprocess, Compile and Show Assembly) are disabled. Both files are headers and are in different source groups, but otherwise there is no difference. Both headers have accompanying source modules, where all commands are enabled.
