Headers not found upgrading to Xcode 2

I'm trying to compile what I think is an old Xcode package in Xcode
2.0.  This is a third-party package is for a framework.  I keep
getting errors like "error: foo/bar.h: No such file or directory" even
though foo/bar.h is in the package and appears to be in the correct
directory.

I'm new to Xcode and I don't have the slightest idea how to debug or
fix this.  For example, is there there a way to see which paths Xcode
is searching for header files?
