Where do I find the /Developer/SDKs/MacOSX10.4u.sdk?

Looking to build my first Universal Binary with XCode 2.1.

According to the Universal Binary PDF I need to select the / Developer/SDKs/MacOSX10.4u.sdk SDK. I don't have an DSKs folder, do I have to download this from somewhere? or is this only available for the paid ADC accounts?
