I believe this is a bug in Xcode 2.0 which occurs when you have the embedded editor open. If you close the embedded editor then you ought to be able to open the project reference normally.

This bug should be fixed in Xcode 2.1.

yoyo mode n. The state in which the system is said to be when it rapidly alternates several times between being up and being down.
