MacOSX10.3.9.sdk msg.h

I have my project set to Cross-Develop using the MacOSX10.3.9.sdk. One of my source files #includes <sys/msg.h>, but msg.h is missing from my MacOSX10.3.9.sdk folder and the compiler is picking up the version at /usr/include/sys/msg.h instead. This causes a whole chain of compile errors. I do have a msg.h in the 10.4 sdk (at /Developer/ SDKs/MacOSX10.4.0.sdk/usr/include/sys/msg.h)

This is using XCode 2.0 on Tiger.

Can anyone confirm that msg.h is missing, or do I have a bad install of the sdk?
