Is the folder you're attempting to drag yellow or blue?

If it's blue (a folder reference, and not just an organizational group in the list), I'd think you should be able to put it into a copy-files phase. You create a folder reference by dragging the folder into the project (or adding it via Project -> Add to Project...), and selecting the option for adding folders as references.
