IMO, the new implementation needs some work to resolve these problematic areas. I haven't opened a bug report (yet -- one of my projects is rolling out this week, so I've been a bit preoccupied with other things), but can do so if you'd like.
I have a bug report in for non-ssh svn connections not working (rdar://4141150). This of course does not address ssh-agent issues directly, but if password-svn connections are the problem, you can rest assured that it has at least been reported.
