XCode PPC cross-development compiling

Since the release of XCode 2.1, I've been following the threads
regarding cross-development pretty closely. I'm just beginning to think
about cross-compiling for 10.2.8. My apps work on 10.3.9 and 10.4.1 when
compiled on 10.3.9 with XCode 1.2.

There have been many suggestions about using different SDK's and
different versions of gcc, etc. What I'm looking for is a definitive
guide or a definitive recommendation for cross-development.

For instance, when I want to produce a deployment build for 10.2.8
should I be using Tiger and XCode 2.1? If so, which SDK should I use
(obviously 10.2.8). Which gcc should I use (obviously 3.3)? When I want
to produce a deployment build for 10.3.9 and above, should I be using
Tiger and XCode 2.1? If so, which SDK should I use? Which gcc should I use?

Should I strive to use some lowest common denomitor configuration to
produce one binary? If not, what is the best methodology for
using/configuring XCode and build configurations such that I don't have
to keep separate projects for each OS version?

Right now, I know that linking against libcrypto is my biggest problem.
I know that its different from 10.2.8 and 10.3.9 and up.

Any insight is appreciated.
