This is just a guess, but X11 is an optional install in Mac OS X,
and I wonder if /usr/X11R6/lib exists on a machine on which X11 was
not installed. Is it installed on your Mac?
I just ran into this today. /usr/X11R6/lib is present even if you
don't choose the X11 optional install. However, it doesn't have
everything (including libexpat.dylib). I don't recall whether
libexpat.a was present before I did the optional install today, but
the .a has a March 20 date, while the .dylib has a June 15 date.

PS: my system is newly purchased, and had 10.4 pre-installed. The
X11 optional install was not, however.
