If you happen to know the bug number of a related issue, including it in your report is definitely helpful. While I would never discourage someone from filing a bug report, Radar is not a voting system, so filing a bug that just says "I think bug rdar://4151165 is a great idea, go for it!" isn't terribly useful.
If you actually have a use for a new feature, tell us what you'd use it for.
