If you happen to know the bug number of a related issue, including it in your report is definitely helpful. While I would never discourage someone from filing a bug report, Radar is not a voting system, so filing a bug that just says "I think bug rdar://4151165 is a great idea, go for it!" isn't terribly useful. 

If you actually have a use for a new feature, tell us what you'd use it for. When the duplicate bugs get combined together, we'll have a record of what sorts of things different folks are looking for in what would be the "same" feature.

Actually, just as a show of hands, how many others would be interested in seeing something like this?  The more I think about it, the more interesting things I can see being done with it....
