1) I'm really want to start learning xcode and programming, but where is a good place/resource to learn C, what books/sites would you recommend for someone who has only done HTML and LIGHT PHP/ flash coding?

If you're planning on starting with Cocoa programming, you might want to look at the "Cocoa and list resources" guide regularly sent to the cocoa-dev mailing list. It's archived here: http://lists.apple.com/ archives/Cocoa-dev/2005/Jun/msg01490.html

2) are there any known issues between xcode 2.1 and xcode 2.0, which one would be better for me to start learning or is it pretty much a non-issue for a beginner.

I highly recommend that you start with Xcode 2.1. The known issues you may want to be aware of are archived at http://lists.apple.com/ archives/xcode-users/2005/Jun/msg00595.html
