In Xcode 2.0 and later, having a Copy Headers pahse when you don't
need one (i.e. you are not making a framework) is a benign problem
(similar to having an empty Copy Files or ResourceManager Resources
phase). The issue is more about keeping the project structure clean.

As someone suggested to me a while back, if you need to use
Xcode 1.5, add a
Headers build phase to your targets and everything will work
correctly.
You'll also need to either drag the headers that are already in
the Bundle
Resources phase to the Headers phase, or uncheck them and re-
check them in
the source tree to fix up your targets.
