I arrived at my machine this morning (UTC+11) to find CHUD Updater stuck. I
force-quit and tried again, only to hit the same problem. When I put a
sniffer on the wire, the updater appears to open an ftp session with
17.254.16.11 (ftp02.apple.com / ter.apple.com.) and negotiate its way to
passive mode. However, when the updater attempts to initiate contact on the
port specified in the response to the EPSV command, all I get is silence.

It's been persistent now for a couple of hours and other experiments I've
conducted don't suggest that the problem is at my end.

Has anyone else struck this problem with CHUD Updater?

You mean other than an oft-unused but online host having 60+ instances (one per day?) of CHUD Updater running and waiting for confirmation on screen simultaneously? Canceling them was a never-ending battle; they appeared as fast as I could kill them. I had to disable it via pref's... or allow it to install the update.
