Xcode requires Mac OS X 10.3 or later. If you absolutely need dev tools on 10.2.x or earlier, you'll need to use ProjectBuilder.
However, even though Xcode will be installed on a 10.3 system, you can still develop for 10.2.x as long as you set up the correct cross-development SDK. I believe you can also target 10.1.x.
