Interesting.  This looks like straight HTML.  You could capture the entire website using WebDevil or a similar utility and try adding it to the Documentation folder where Xcode stores the rest of its on-line help.  After all, the help window is just a WebKit view.

I thought you were talking more about the ability to look up a specific symbol in the docs.
