The best thing to do is to conduct a survey amongst your target customers. General numbers/perctentages of OS usage may not necessarily apply to your particular market.
Having said that, I'd shy away from targeting 10.1 (or even 10.2 for that matter) because of the following:
* No Cocoa bindings
* No integration with WebKit
* You won't be able to use Xcode for development.
* I believe two-level namespacing and weak-linking was not possible when targetting 10.1 (using Project Builder to build mach-o apps). CFM (Carbon) apps were ok in this regard.
* OS is much slower as compared to 10.3
* Many other items I'm sure others will point out.
