Is anyone else having problems installing the developer tools and
in particular the developer documentation module? Everything else
in the developer package (default stuff that is)

I assume that you are doing an upgrade install.
Check to see if you have the following symlink:
./Developer/ADC Reference Library/documentation/Java/Reference/1.4.2
If you do, remove it, and you should be able to install the developer
documentation package.
