Can you just drag/copy SDK directories from one machine to another? Or do
they really need to be installed by the Xcode installer for some reason?

You can certainly copy them from machine to machine.

Can the SDK's be copied to a 10.3.0 machine and be used to generate apps that will have additional options/featiures if run on 10.4.x??
