    I have been pondering this issue and I think the only feasible fix
for Apple is to release an Xcode 2.0 update through the Software Update
mechanism that reinstalls the files that are incorrectly deleted from
the BSD package of Tiger upon an Xcode 2.0 upgrade. The trick will be
to make sure the receipts keep associating these files with the BSD
package and not with the Xcode packages. The problem with any other
approach is that you will never know when the user will upgrade his
Xcode to 2.0 after upgrading to Tiger.
