I'd filed a bug about that a while ago (rdar://3896223). You could always switch to Carbon, you can do it there... Oh, and Cocoa didn't allow CR as a menu item either (Carbon does).
I hadn't connected this to the fact that I too had lots of trouble using keyboard equivalents to step like you can with CodeWarrior.
