I don't know if this will help, just giving you my experience so far.
I've noticed that Code Sense for Java in Xcode 2.0 behaves
differently when used in static/instance initializer blocks (it just
brings up the "big list of everything") vs. inside constructors/
methods (it works correctly for me). There may be other areas where
it behaves differently as well. But basically, if you're not using it
inside of a constructor or static/instance method, it will just bring
up the "big list of everything".
I didn't do anything special, unless you consider a clean install of
Tiger and Xcode 2.0 to be "special".

I have been looking for help getting the code sense for Java working
in XCode. I believe I have installed everything, ran the
pbhelpindexer and all, but I still have no method names popping up on
my objects. I do get this useless list of things like:
05
2005
5
6
... (more)
All
Again
char
... (more)
Is there a way to get rid of all that garbage?
It doesn't recognize packages either.
Does anyone have this working? What am I missing. I am still
assuming that XCode is still a horrible Java development tool. I
still don't know how to easily put my classes into anything but the
default package.
If anyone can help, please let me know.
