FileMerge "compress white space" not applied on folders?

I'm constructing a svn source code archive from a collection of old tar
balls and RCS history, and am using FileMerge a lot to compare folder
states from different points in time.
It seems to me that FileMerge's useful "Compress white space" feature
is not applied in the folder view: files with only white-space
differences are listed as having >0 differences in the folder view, but
when I choose View -> Comparison, the resulting file comparison window
shows "status: 0 differences".
Should I report this as a bug, or am I perhaps missing something? Help
appreciated.
Ashley.
Test case:
1) Create the following folder hierarchy:
FileMergeTest/
FileMergeTest/one/
FileMergeTest/one/file.txt
FileMergeTest/two/
FileMergeTest/two/file.txt
2) Make files one/file.txt and two/file.txt differ only in white space,
eg contents of one is "hello world", the other "hello world" (ie with
two spaces).
3) Open FileMerge, check "Compress white space" in preferences.
4) Compare Files in FileMerge, choose the folders one and two. Press
Compare.
5) file.txt appears in the folder comparison view, listed as "status: 1
difference". Here, I was expecting 0 differences.
6) Choose View -> Comparison, note that the file has "status: 0
differences", as I was expecting.
