I had that problem too (with other framework, not Foundation)
so I just reinstalled the Tiger with archive and Install option and now everything is fine (so far)

One of my colleagues did an update install of Tiger and XCode 2.0 over a 10.3.9 system and started getting all sorts of errors in compiling saying that Foundation/Foundation.h could not be found. Having looked into it, it seems that most of the Headers in his Foundation framework are indeed missing. There were only about 20 files whereas my system has 123 files. (I didn't check any of the the other Frameworks on his machine).

Is this a know problem? What is the simplest way of ensuring everything is where it should be?
