I had that problem too (with other framework, not Foundation)
so I just reinstalled the Tiger with archive and Install option and
now everything is fine (so far)

Having looked into it, it seems that most of the Headers in his
Foundation framework are indeed missing. There were only about 20
files whereas my system has 123 files. (I didn't check any of the

Is this a know problem? What is the simplest way of ensuring
everything is where it should be?
