The whole unicode.strings thing is working perfectly for all windowed-GUI strings - it's the Menus I am asking about.
As I understand it, you must do so by hand with IB - or change things programatically at runtime.

You want AppleGlot.
AppleGlot is your localization environment. You will use it to extract all the strings and GUI pieces that need to be translated, out of the project files that we provide. You will also use it to incrementally build your localization. We provide several glossaries to help streamline the localization process. You should browse these and use them so as to stay consistent with and leverage from work that has already been done in your language.
