How to enable/disable localizations for each target?

For the project i'm working on i'd need to set the available localization for each target (i.e. one target might need 2 localization files, and another target might need 4).
However, i see that there's no "target membership" flag for the language files (nibs and strings files), so this is apparently not possible. Anyone has ideas or tricks?
