Vertical guide lines and IB on 10.3.9

Is there a workaround for the bug in Interface Builder in Mac OS X 10.3.9 (Xcode 1.5) where a Vertical Guideline is said to be at the middle of the window when it's really not?

I have a window which is showing the content of a View object. The view width is 432. When I add a vertical guideline, it's added at a position such that the space between the left and right are 216 (216=432/2).

The sad truth is that this is definitely not the middle of the window/view according to what is shown on the screen. If I take a real ruler and examines the distance, there is a gap of 1 cm at least.

Is there any plan to bring Xcode 2.0 on 10.3.x?
