That's my guess as well, but I found it easier to just install the
stuff with fink:
fink install libapache2-ssl-mod-svn
Then, it makes sure you have a compatible version of apache2
installed, and it downloads and compiles everything for you. You
still have to configure the svn server yourself, but I didn't find
that particularly difficult with the directions that are available
elsewhere on the internet.

More likely: 10.4 server ships with Apache 2 installed by default,
and the most common svn setup involves using Apache 2.
