Separate targets by localisation

I'm trying to set up my project so that there are multiple targets, one per locale. Thus there will be separate English, German and French versions of the application. To make this work I wanted to select each localised NIB file and indicate to which target it should be included by this doesn't seem to be possible. The Target list does not allow me to check or uncheck the target when applied to the localised NIB files. I can only check or uncheck the target for the grouping NIB.

Is there a way to indicate to XCode that I want, for example, all French localised NIBs to be included in one target, all German localised NIBs to be included in another, etc?
