Just because you log into ADC to download something does not make it
under NDA, etc. The item you can download states either directly (most
often) or in a related read me if the item is under NDA (aka
considered a seed release).
Xcode 2.2 has been officially released now so login into ADC to
download it directory or use the link off of the following page.
