This is an error in the 2.2 seed that will be fixed in the final version.  Due to a production problem, the modificaiton date on the file does not match the internal timestamp in the library.  Do as it says and execute

sudo ranlib /Developer/SDKs/MacOSX10.3.9.sdk/usr/lib/libSystemStubs.a

and this will fix the problem.
