System Preferences -> International -> Input Menu -> check "Keyboard Viewer".
or:
ln -s /System/Library/Components/KeyboardViewer.component/Contents/ SharedSupport/KeyboardViewerServer.app/ "/Applications/Keyboard Viewer"

if you don't want the input menu in the menu bar, and do want a double clickable Finder icon. You can even pretty it up by pasting in a cute keyboard icon in its Finder Info window.
