Almost anything can register a service (an applicaiton, a framework, a tool). If you want a completely stand-alone service, check out the example at /Developer/Examples/AppKit/SimpleService

2. How do I actually create the service?

A standalone service should be built with the .service extension and stored in the Library/Services folder.
